Contact your state Attorney General's office and file a complaint immediately... you'll be amazed how fast that billing issue will be resolved. Matter of fact Verizon, has an entire department dedicated to dealing with customer complaints that the government follows up on... just another incidental cost to the "let's see if the customer notice's and has the energy to defeat are system we can rake in some extra money"

Customer complaints to your state also get recorded and taken into account whenever Verizon asks for something.
Good point. I will wait till next month to see if the 3.99 charge comes off and will then give Mr. Cuomo's office a jingle.
