Flucating Newsgroup Speeds?

Atlantic Broadband used to give access to Supernews and for the longest time, you always got 64kb/s at 2 connections but now, then it just went lower, like 30kb/s than 40kb/s then just stay at 24.

Now, with the new Giganews server, it can go like 20kb/s then 250kb/s and just jump constantly between each speed.

I mean, one second it's 150, then 160, then 140, than 130. It seems to change speeds every single second. It's not constant speed what so ever. It constantly fluctuates.

I live in Johnstown, Cambria County.

Anyone else having this problem.
