Verizon countered that since it is not receiving the information to provide a service, but rather to terminate one, that reading of the law is wrong.
The service is still being provided, by someone, i.e., the carrier it is being ported to; is the law otherwise specific about such an exclusion somewhere else?, because from the above excerpt alone, "provided" still applies since someone is providing it (the essense of the porting) regardless of who.
