WiMAX won't cover an entire city with a single tower (see Clearwire's availability, even in small cities) but it helps to reduce the number of towers needed. actually no, wimax was designed as a backhaul only technology that got twisted into a metro and suburbian type of AP and CPE type of setup.
WiMax is not, and never will be the way they had originally designed or rather hoped it would be.
its not ratified, and god only knows when it will be.
