Or how about concentrating on lowering our bill to be more in line with some "third world" European countries.

And I don't see or hear them complaining about the capacity or bandwidth or p2p.

Good point. Who says that other ISPs have to follow this so called P2P Bill of Rights? Sure, other ISPs can look at it but there is no obligation on any ISPs part to implement it. All I really see it as is a PR move.
