<description><![CDATA[<A HREF="/useremail/u/297537"><b>en102</b></A> : Throttling 'everyone' during peak hours has little to do with being innovative.<br><br>Attempting to allow the highest amount of throughput at the least expense and inconvenience to uses would be something more innovative.<br><br>How about 2 tiers...<br>Throttled (and cheap) tiers<br>and<br>Unthrottled and more expensive tiers<br><br>Wait...we can make more money by raising prices and throttling everyone and saving on bandwidth costs.  :p<br><small>--<br>Canada = Hollywood North</small>]]></description>
