I've been seeing a slow increase in restaurants that are either refusing to allow patrons to bring children with them or asking patrons with particularly badly behaving children to leave.
There have also been cases where particularly smelly passengers have been asked to de-board the plane prior to takeoff.
Whether it's legislated is another question but people who distract other customers do get reprimanded by the staff and I'd hope the same would apply to overly annoying cell phone users.
