Theres no capacity problems with fibre, the capacity problems are on the copper backbone (how could there be when they are prepared to offer you 3x the speed). So far users that have fibre going to their nodes are not throttled.
That's not true. I'm on a remote (FTTN) and I'm most definitely throttled. The throttling is at the BAS level, not the DSLAM level. Also, Bell has no copper backbone. I'm pretty sure that beyond the DSLAM it's all fibre.
