 [Windsor] Does Cogeco Throttle?

I used to be with Cogeco, I switched to Sympatico because it was unlimited...those days are gone, I need to know if Cogeco uses traffic management to throttle P2p/Torrents ect
that will be the deciding factor for me to revert back to Cogeco

Yea sadly Cogeco now throttles on the upstream and prevents seeding but the Azureus wiki said they did even before they started so it doesnt have the credibility on this forum... but yea, Cogeco throttles seeding hard.

I have personally NEVER experienced any throttling with Cogeco.. but then again I dont use BT...

I've staunchly defended Cogeco's handling of torrents in the past, but lately I've had great difficulty seeding to a few global users I've been testing with, who are definitely unaffected by any sort of packet filtering or throttling techniques. Uploads seemed quenched or disrupted with most users... I haven't looked further into it though.

I've assumed that since the Cogeco employees that would know de facto if they were or were not throttling haven't said anything in about a year or so, that they might be employing some methods of disruption.

I have no problems downloading though, torrents, newsgroups or otherwise.

I am still waiting for the day that Cogeco comes clean on this issue. What is some FUD among friends and a forum. FUD is a powerful tool.

I've only noticed the throttling on upload, and only it seems at certain times. I haven't watched it closely enough to see the "pattern".But on private torrents which will max out whatever upload speed I set it to ,sometimes don't go over 6-7 KBs other times it will max out. I did watch my speed graph the other day and my upload was 60KBs for hours, then about 7 30 am or so it dropped instantly to 10KBs and stayed there all day.

Thanks for the info, I won't be making the switch now then, Sympatico used to be great for me, unlimited/no caps and no throttling...then they switched my account to 60GB cap ect
read my thread here :

Maybe after the 10 months of discounted rate runs out I will come back and ask again

If Cogeco throttles it is intermittent. I have gone for extended periods in the past with terrible torrent performance, but in the last 8 months I have had great speeds up and down. Usually 250kbp/s or more down and consistently 120kbp/s up (which is about as fast as a 1mbit/s up connection can go). As usual torrents from private trackers are always much faster, usually 400kbp/s to 1.3mb/s down and a steady 120kbp/s up.

Cogeco doesn't throttle my torrents at home. I can easily max out my connection no problem at all.

They may not throttle the downloading per say, but they kill any attempts at uploading with torrents.

If they're sending out RST packets, or using other forms of packet disruption, you wouldn't even know and would consider whatever speeds you've been experiencing as being "normal".

Or maybe Quebec isn't being affected yet?

I fought tooth and nail for a year that Cogeco wasn't disrupting torrents, but I'm completely unable to upload... so either I have a connection problem, or I'm also being affected.

This is also inline with their disconnecting users, raising rates and rising profits. If it's true, it doesn't surprise me. Cogeco's becoming closer and closer to Comcast every day... How's their HD video signal?

If you can upload fine over http, such as on the BBR speedtest, at the same time as BT upload is poor, you've eliminated network issues.

Well, no, not exactly. Uploading to BBR speedtest is considerably less complicated than advertising to the swarm, communicating with hundreds of peers, making requests, hash checks, blah blah blah.

Cogeco sure knows what it is doing by not speaking out on the issue. There are some employees of Cogeco who are very vocal on DSLR and when it comes to the throttling issue you could here a pin drop. Their silence is very revealing.
