Circuit City is showing a Garmin Nuvi 200 for $170 online. Even less if you are willing to get one refurbed.
Under $200, you are getting what is available, not necessarily what is "good". But regardless, they should all provide at least the basic routing info you're looking for.
Check your Sunday paper flyers too and see if there's any weekly specials at Best Buy, Circuit City, Office Depot, Staples, Walmart, Sears, etc.
