| Just for the Heckuvit, I'd try setting your RWIN to 31944 using DrTCP, and see if that helps at all... But I think that the Major Issue may be with your AT&T Line itself (considering that the problem appears to have started during/after having the ice storm)... 
I'd call AT&T HSI Customer Support, and have them check your line for possible damage that may have resulted from the ice storm.
