It would be slimy if the ISPs were artificially degrading one level of service and then selling a clean one. However, this is a separate company offering a service to help people who are willing to pay more. There's nothing wrong with a new company trying to sell a service to meet a need, but obviously the need isn't great enough to justify the cost.
