Here in CA, you have to register a dog or cat with the city and pay a fee. You also have to register the bicycle you just bought for little Tyler and also pay a fee. |

| I live in California and I've never seen a officer pull over anyone for a unregistered bicycle, the pet thing is to pay for any animal damages if so caused by and to keep track of animals and make sure they are not abused..even though I don't see it doing much. |

I've seen them do it in both Huntington Beach and Newport.
And no, the pet thing isn't to pay for any animal damages.
It's simply yet another in a giant stack of revenue generators for gov't just like bike licenses and alarm permits. |
