Nothing new

Sales Reps do this all the time.

It's even worse with resellers.

A friend had lost her cell phone, and bought a new one on ebay. She needed a SIM card, so she called around to two stores.

The one a couple miles wanted $25. The mall wanted $50. I told her that was fraud and to call AT&T. Call to AT&T and she got a free SIM and the mall got investigated.
