[Fiber] WinXP Upload Speed

My download improved a lot after increasing TCP Receive window size.

However my upload is still slow. I have linux on same machine and upload/download is really good with linux. But with windows XP I can get 75KB/s max upload even on Lan !

With Linux I get 10MB/s upload.

Is there any way to increase TCP Send Window size in XP ?
