The very fact that Rogers and Bell - the two largest and well-known BT throttlers in this country who are far larger than Cogeco - shows that this "study" really doesn't give a fair indication of what's going on in the industry, though it does indeed prove that Cogeco is throttling connections, albeit in a very sinister way that makes proper traffic shaping look pretty.
