You will need to either find a eBay special or if you have an OEM PC (Dell, Gateway/E-Machines, HP/Compaq, Etc) call the manufacturer for a restore CD set.

Now if your PC has the right files on the hard drive, you can create a CD from that, but you will not be able to use the files while on the HD to Format and Reinstall.

Why do you think you need to reformat? It is a wives tale that formatting has to be done every so often.
