heh I wonder how far down the chain this goes.. as a webhost we are considered an ISP, and I know that our logs are processed and then deleted (to make room for the next periods logging) every 12 hours. (technically we only offer aggregate data.)
If we had to store 2yrs of logs, it'd cost us $150,000+ just in storage space not to mention what it costs to manage / maintain it all. No thanks.
I hope this utterly fails.

Gee, let's look at 2 year old records to solve a crime!
You can usually get a new IP every few hours and with MAC
cloning, who's to prove you were or weren't at a site?
Boot off a flash drive and make it your primary.
I was where? Go ahead? check the brand new empty drive.
People who really have something to hide have the technical
knowledge to do so. Boot off a flashdrive that's easily broken
and scattered, use a wireless connection in another city
that can in no way be traced back to you. Clone your MAC
address....need I go on?
