Good article except for the above mistake. This has nothing to do with the Internet. The wholesale tarrif is a regulated service which can carry any data and not just IP packets.

Wow I was just going to post the exact same reply as you just did.

I couldn't believe it when I read this, it has nothing to do with it.

Sadly this is how the media sees it though. Very little media is knowledgeable to know what the real issue is.
