What IS "protocol agnostic" network management technique?

... To me, that sounds a lot like...

"We throttle EVERYONE's traffic" or we Cap ALL traffic or we reset ALL traffic we think is excessive...

"Protocol agnostic" sounds to me like "Doesn't matter WHAT kind of traffic it is..."

That's Comcast for you, you have heard nothing but throttle this, throttle that from them. Like when they told the FCC to just try and stop them from throttling their traffic. I'm glad I'm not with them. Hopefully AT&T doesn't do that, even though they said they might start filtering, I can live with that as I don't use Utorrent or whatnot, but it better not slow my connection

That's exactly what it means.

One of the big issues that has been brought up with singling out P2P apps like BitTorrent is that even if you configure your client to be a good network neighbor in its traffic generation it could still end up getting throttled based on the solutions the ISPs are deploying today. A protocol agnostic solution would take action based solely on traffic volume, regardless of traffic type. The goal is to make sure that every connection gets a fair shot at using the network, and that resources don't get consistently monopolized by a few subscribers.

From a network operator standpoint you don't want the subscribers that are consistently pushing 5+GB/day to degrade the performance of your subscribers that just want to upload 80MB of vacation pictures to their website.
