Having seen the mod controls of a couple of forums, I would say your son should not have had that permission to send out emails as reply all in the first place. I have not tried out vBulletin however, which seems to be the forum template style as said at the bottom. But if me, I would first sign up and actually set up a forum yourself and look at the permissions given to members/mods/ etc.
