download freezes

I recently started using Embarq DSL using an EQ 660R modem. Everything installed OK. At first I had a 5M connection, but experienced download problems. I can connect to the internet and surf anywhere. The problem is anything I try to download will start up and stop about 1/4 of the way through. It will never complete and network usage is 0%. Also, any type of streaming music or video will also stall and time out. After running a spitload of test, I can't seem to find a problem. Embarq support told me "IT'S NOT OUR PROBLEM. It's not a dsl problem but a problem with your pc." I have a 1M wireless connection that cause absolutely no problems at all. So, after running every diagnostic that I can think of and everyone of them say that there is nothing wrong with my settings, pc, or connection, I had embarq drop my speed to 3M. Still have the same problem. I have used the tweak test on this site and all checks out. I have used some of the speed test, but they are about 50/50. They also freeze up. The line quality test shows good but there is always two dropped packets at my local server. I'm at my wits end. Can anyone give me any suggestions.
