Aside from an over blown RWIN everything looks fine. If you want to fix it:
• Download DrTCP
• Set TCP Receive Window (RWIN) to 128480
•Leave Windows Scaling, Time Stamping, Selective Acks, Path MTU Discovery and Black Hole Detection default
• Clear TTL and Max Duplicate Acks boxes.
• Set MTU on your network adapter to 1500
• Hit Save, Exit and Reboot your computer.
• Download a file from here note your speed at 40% and post it in your thread.
• Post another tweak test and best of three speed tests closer to you from here once you reboot your computer.

| The further out you go from where you live to do a speed test the worse the test is going to look due to packet loss and latency. Also you have to account for load on the test server the more tests are in progress concurrently the greater chance your results will NOT be accurate. Normal for any internet connection really.

Bay Area | Set the RWIN back to 522720 and see if that takes care of the problem. Make sure you use the same server in your OP and run it at least 3 times to get a good result.
