irrespective of Microsoft, a WiFi client device should choose the strongest signal for the chosen SSID.

Not all vendors implement this correctly.

And there's no way with Microsoft's crap to force it to use a particular (MAC addresss) access point.

Other software that comes with some client devices does do so.
