A question about services i am allowed to run

A question about services i am allowed to run,
i am skiled enough to setup all kinds a neat stuff,
apache mysql php , and email etc.
my question comes in parts.

What am i allowed to in effect run. What am i not allowed to run?

If i am allowed to buy a block of ips would i be able to kinda become like my own ISP and host Websites?
I have a DNS server elsewhere that will host domains or can host them locally, the idea being that if DNS isn't on same box locally its a tiny bit harder to affect.

Basically this kinda idea gives me credence to migrate slowly and nicely to actually become like a reseller in the place where i live, does TSI allow fo rthis kind of user growth?

Also it was mentioned on the phone that after so many people you bring to TSI that they would consider you a reseller.

The Linux/bsd MLPPP setup allows for quite a nice bump for the price. 3 accounts at 34$ (with taxes)each bonded =102$/month (with taxes)
15 megabit down speeds and 240-300Kbyte upspeed available.

would it be allowed if i got a second accountto then setup myself as a provider ina sense by dividing that bandwidth to local area people? Is this allowed. Trying to think forward and see if its worth some effort as this is the kinda thing that could help people in smaller cities grow your back as they say, and if the future is to get that last mile delt with this way you have funds in each area that can help with the hardware and people that live in each area that could be into it.

So pretty in depth questions but i can see that this very open ended ISP is what it should be like and could be if net neutrality is enforced and the DMCA for Canada is not brought here.
( think about the canadian in the usa who modded his garage door opener and was sued for it)

and another idea is to physically take apart the modem router and make it so a MLPPP box is good to go form the outset, yes that violates your warranty but the service increase far outways the pricing,
offerings of 10megabit/15megabit accounts in an area i am would really get attention, and if i were to actually go and set it up or provide the setup then it could be a real seller, AN XP solution that works effective would be required and im reading up on things, if this is ok i may next month begin testing such a setup on linux and then XP.

I'm pretty sure TekSavvy considers it your bandwidth to do what you want with, I know they allow servers. This is especially true given that upstream bandwidth is effectively free for them, better to use your cap on that.

well the idea of taking apart two router modems and combining them to make a ONE unit that can offer the MLPPP as a single unit would be neat to see ( bell asked form one modem back and i have like 8 LOL- shows you also how well they account for hardware)

you can run anything you wish, one of the best tips i can give you is pay the extra $4 bucks or more? if you reqire more... for a static ip... 1 ip is $4 anyways...

just make sure if you descide to run mail not to get it blacklisted....
