Steam still sucks and I have 3 accounts

I still don't like the fact that if I take my laptop with me to the trailer it can still come up "unable to connect to server" so I cant play.I think once I set it as offline it should stay that way permanetly till I say otherwise.Steam still requires you to login once in a while so if you got no internet you still gotta haul the pc around to a friends.
