But AT&T, in its complaint, says the boxes each serve up to 750 homes and only occasionally are placed on private property with the consent of the owner.

Do they mean that most of the time the VRADs are placed on private property without the consent of the owner?
Or is AT&T actually saying in a court filing that they will cancel plans to place a VRAD in an easement if the property owner does not want it there?
