Sure you can uninstall it.
You're speaking of the IE ActiveX browser helper, if I'm not mistaken?
It's listed in A/R Programs. You can uninstall it there. Or simply delete the file and its Registry entries, or run the Flash uninstaller available for download from Adobe/Macromedia.

What are some of the 'many solutions' you've tried, without luck?
