| My bet is that their is another "face" in back of the one that is seen. That other "face" is attached to something similar to what is seen. The silver horizontal thingy acts as a hinge pin for what appears to be a metal bracket of some sort. The metal bracket also appears to be an offset mount point for a formed thrust plate with what looks like 1/4" wire cable laying taut.
That would suggest to me, the purpose of the 1/4" line is to exert a force offset to the hinge pin dependent on how taut the line is (magnitude of the pulling force exerted, the opposite of compression). As tension is the magnitude of a force, it is measured in newtons (or sometimes pounds-force) and is always measured parallel to the string on which it applies.
There are two basic possibilities for systems of objects held by strings. Either acceleration is zero and the system is therefore in equilibrium or there is acceleration and therefore a net force is present. Note that a string is assumed to have negligible mass.
I will focus on a system that is in equilibrium (the sum of all forces is zero).
With that said, I believe this image is part of a pedestal scale.
