They will have their own network, which means that they won't be piggybacking anybody.

In theory, it should still work, since they will continue to use GSM technology.

The new spectrum isn't supported by phones in use today, that means Videotron users will have to roam on Rogers even with the new network up and running unless they have a phone equipped with the right radio.
