Hi there,
Are you sure whether it's downloading data? (ie could it be uploading?)

Whether the designer's friend can access anything on your network depends on how the VPN is setup, but if the designer is using a VPN client then it's not particularly likely that there'll be any way for them to route packets out through your network. However, if the designer were uploading designs back to his friend's network... (?) Does the designer turn his PC off (or take it home) at night?

Another thing - you said you have a modem and some cheap switches... does your modem have a firewall in it? If so, any capabilities to see what is going on?
And also, (and maybe especially if the data is being uploaded) how certain are you that none of your PCs are infected with a virus of some sort?

The answer could be something silly, like a user has found a way to 'back up' their PC at home onto their one at work, and isn't aware that this is causing issues - it may be that publicising the problem makes the user realise and stop!
If it continues then you may need to look at ways to record and prove which PC is receiving/sending all this data...
