Will homeless shelters in NYC get access to FIOS?

My friend worked in the financial sector and lost his job and became homeless so now hes looking for homeless shelters to live in.

Would be nice if Verizon would give out free FIOS to homeless shelters so that there could be computers inside to help the homeless get back on their feet.
