I think there are problems with your business model. Competing with $25 DSL by offering higher speed packages will attract the bandwidth hogs that will kill your network.
Designing an 802.11 network based on a single POP will limit you severely. With limited spectrum, and only around 30 subs per AP, you won't have enough customers. You are far better off looking to non-WiFi technology that allows higher density but competing against the price of DSL would be tough.
