At that price you will be out of business quickly. At that speed, you will lose to DSL.

If people don't want phone lines and you want to provide internet with VOIP, don't cut your price because you will need the revenue to add robustness to your network to support VOIP. Reprice your model using Canopy.

People with phonelines don't need LOS to the POP. WiFi needs LOS. That means people closer to the ground will be SOL as will two or three sides of most appartment buildings. You've just eliminated 75% of the population.
