I just moved into a new home, and I share a node with an apartment complex across the way. I'm on Premier but have not seen a single speed test above 6mbps down...upload is right where it should be at 1mbps. I don't know anything about DOCSIS signal standards...

SNR is ok, not great..not bad. The signal is pretty hot though which can sometims not be a good thing. You want it between 15+ to -15 with 0 being perfect.

Upstream power is right where you want it.

could that cause my cable modem speeds to be out of whack? He put an amp on the line because I have 5 outlets (even though only 2 have TVs, plus the cable modem makes three)

An amp for 3 outlets? Must be really low at the tap.

Try the cable modem as the only outlet connected with no amp, no splitters.

Seems like all you should need is 3 way with the cable modem on the -3.5 leg.
