I wouldn't think that running long-term with the AGC setting the RF and IF amps at to run at low-gain would shorten their life, but I never read any reports that say YES or NO.

As for the upstream, I would definitely accept that having the modem constantly transmitting at a high power level could shorten the life of the transmitting circuitry.

thats just for proper operation of the modem, doesn't mean you aren't shortening its life by running a hot signal to it.

Tech came out to check things out, and he said all my neighbors are having serious signal issues. He looked at my logs and said my modem dropped offline dozens of times last night. He's sending the line techs out to check things out.

He mentioned that things like this can sometimes go unnoticed until a savvy user moves into the neighborhood :D

Not to hijack the thread but Cox appears to have given up on the gray lock box here in Central Florida. I've witnessed several new installs where they didn't even bother with it, and I've seen others where they've left it unlocked after they leave.

36dB S/N is actually very good in OKC.

If you simply unplugged the power to the amp for the before and after, based upon the readings you provided the modem is not running off the amp and the levels you posted are not consistent with the conditions. You may have a problem on the main line (transmit may actually be low), you may have a bad modem, you may have something else. The numbers just don't add up for simply unplugging an amp.

The most reliable public speedtest you can run (in my experience) is speedtest.net, to the Dallas server. This will give you a pretty good idea of whether your issues lie within the Cox OKC sphere of influence. If you put things back to their original configuration and that test shows you're not getting the speeds you should be getting, you need to get a tech out to figure out what's up. Try the cable modem as the only outlet connected with no amp, no splitters.

Seems like all you should need is 3 way with the cable modem on the -3.5 leg.
