Underground units run hotter?

Wouldn't underground units run cooler, due to the temperature of the ground? Plus the temperature should stay about the same year round. Drainage would be a problem though, so I can see why above ground > underground in that case.

It's a very confined space with little air-flow so it could not possibly dissipate the same amount of heat as an air-cooled box.

Besides, rocks, clay, organic matter, dirt, sand, etc. are great heat insulators which is why underground temperatures don't fluctuate very much.

Even above-ground cabinets outside in the frigid winter need proper ventilation for required heat dissipation.
