If you're getting 2.2 down already, you're not going to get much more at a 3.0-provisioned line because of the usual overhead. A VZ-provisioned 3.0 DSL line would probably deliver somewhere in the neighborhood of 2.6-ish (down) for someone within acceptable range of the CO.

VZ ultimately provisions the DSL connection that Earthlink (or Covad or any other reseller) eventually resells to you.
