most likely, they're using DHCP, which unlike Verizon's PPPoE protocol, does not eat up 20% of the line bandwidth on overhead.
PPPoE is the reason Verizon users see sync speeds of 3360, which Verizon does to make up for the 20% overhead.

Frontier is using PPPoE and PPPoA on older installs (when they first put DSL in the area for Frontier terretory almost two years ago). No DHCP, what so ever.
