most likely, they're using DHCP, which unlike Verizon's PPPoE protocol, does not eat up 20% of the line bandwidth on overhead.
PPPoE is the reason Verizon users see sync speeds of 3360, which Verizon does to make up for the 20% overhead.

united state		 Frontier is using PPPoE and PPPoA on older installs (when they first put DSL in the area for Frontier terretory almost two years ago). No DHCP, what so ever.
