Whether it's necessary to clone (or swap) the the MAC address of the Actiontec seems to vary and I don't have enough information to know when each of the following apply:
1) Some posters have reported that VZ ties the MAC address of the Actiontec to the ONT and have been unable to release the Actiontec's DHCP address and pull a DHCP address to a different router (with or without cloning the MAC address). For those users, the only option seems to be to call the FSC to break the lease.
2) Some have had no problem releasing the IP address and pulling a DHCP address to the other router without cloning the MAC address of the Actiontec.
3) Others have been able to pull a DHCP address after cloning (or swapping) the MAC address of the Actiontec.
