There are 1 million people living and at least %30 percentage of have dsl line as 1mbits.
There is no Wisp yet unless we build one .
What is the city? FYI broadband uptake rarely crosses 50% of the households in developing countries in Africa and Asia, so the DSL provider may already have captured most of your market.

A single broadcast tower is not a good approach for a large urban WISP. Even if you ignore AP capacity and interference issues, the 325 meter location may not see many buildings in the dense downtown.

This sounds ridiculous but there are many buildings in downtown Toronto that cannot see the CN Tower and there are many buildings in downtown Montreal that cannot see Mont Royal. The reason? There are taller buildings blocking the view.

You will first need to invest $$$$$$ to build a comprehensive wireless backhaul network using this tower PLUS at least a dozen other tall buildings. You will then setup multiple APs on each of those buildings - it is possible to co-locate 8 2.4Ghz sectors on a large rooftop.

The DSL provider may already have captured 75% of your potential market and they could lower their prices or offer better phone+internet bundles. To compete well, you have to invest another $$$$$$ in VoIP gear.

Please reconsider the reason you want to build such a WISP and then develop a realistic business plan and check if you can break even in 2-3 years. Do not forget your $$$$$/month bandwidth cost.

Lutful,

thanks for the sharing your opinions about building wisp.
We will recalculate the costs than maybe we will change the city center to the some rural areas. This will be better for getting the customers to us.
