Panning in FC 8

I'm trying out using a single virtual screen larger than my physical screen. I think I might like this if there were some way to pan other than banging the mouse cursor against the edge of the screen. Say, some shift key/mouse button combination means drag the viewport. Is there a way to do this? Specifically with Fedora Core 8, Nvidia drivers and a 3-button wheel mouse. Searching, I find some applications implement this, but nothing at the OS level.
