I think deposits are required when AT&T has no record of ever dealing with a customer, e.g. no credit history with them, or when people have a bad credit history with them.

The modems are supposed to be free only when online ordering is used. It is their way of inducing people to avoid using those expensive (relative to a computer program) CSRs to order DSL.

You could call back and talk to another CSR and ask for a free modem (just go for the basic modem). Say that you know it was supposed to be ordered online to be free, but you were ordering a new phone line for a new place when you ordered the DSL. Maybe the CSR will adjust the order to include one if they have a soft spot.
