It means you may be to far from a CO or RT which serves DSL to customers. U-Verse has it's own equipment and is in locations that can't service users DSL.

For instance at my location I have had comcast up till Feb. of this year. I was to far from a CO and RT so no choice except comcast cable. Then in February U-Verse became an option.
