Basically Comcast is saying, if there's going to be a limit, it's going to be a very high limit. A high limit makes it difficult for their competition (FIOS/DSL) to draw comparisons. They're also telling their industry that Comcast is the leader and to quit making Cable technology look bad by imposing stupidly-low bandwidth caps!
