Clearwire and Sprint had plans for dividing up the country and working together rather than competing from early on- the original joint venture failed, but a new deal was always expected, while the other companies involved (cablecos, Google, Intel) were never going to become wireless companies on their own. (except for Cox, which isn't involved here)
