I would not be surprised if your modem was shut off. The modem gets put into an init state where it searches for a connection but does not connect. They always hit the modem first because its easiest to turn off and makes people the least angry. They always save the phone until last and even then it usually keeps 911 capability even without the dial tone for awhile.
