You will need a forum you can use phpbb or smf (simple machine forum) both are FREE! You can also get free web hosting check out freewebhostingtalk.com or do a google search on "free web hosting"

You can use GSC from gameservers.com its a program like xfire and you can text chat plus you can voice chat and it is also FREE!

Once you do all that you can sign up to a game server provider's affiliate program and get money back by sending them people that want to rent a game server and you can get pay for it.
