What you have is the Actiontec double-nat'ed (on it's own subnet) behind the the Belkin. The Actiontec is getting what it thinks is a WAN IP address from the LAN side of the Belkin. This is not a problem for the STBs to get guide data and VOD, but it is preventing your PCs connected on the Belkin from getting to the STBs.

What you want to achieve is to have the Belkin, Actiontec and STBs all on the same subnet. You don't indicate what the respective subnet addresses of the routers are, but I'm going to assume the Belkin is 192.168.0.1 and the Actiontec LAN side is 192.168.1.1.

Here's what you need to do:
• Login into the Actiontec. You will need to connect directly to the Actiontec.
• Disable DHCP Server in the Actiontec since the Belkin will be doing this.
• Go to Network Connections -> Network (Home/Office) -> Settings. Under Internet Protocol, specify a static address on the Belkin subnet (e.g. 192.168.0.2); APPLY.
• Move the patch cable between the Belkin and the Actiontec WAN to an Actiontec LAN port.
• With your PC still connected to the Actiontec, you should now be able to do an IPCONFIG /RELEASE and IPCONFIG/RENEW and pull a 192.168.0.x address from the Belkin.
• Reboot the STBs by unplugging the AC. They should now pull IP addresses from the BELKIN and appear in the Belkin connection list. Guide data may take 10 minutes or so to update.
