Casto1093 : I've talked extensively with Tech Support for the past few weeks on this issue. I live in Silver Spring, MD and they've said that there isn't enough bandwidth in Silver Spring to cover everyone. I too got the same deal about the RCN Maryland speed test but I finally got a competent support person actually say "We are upgrading the infrastructure because of bandwidth limitations." If you take it up with billing they'll credit your account. Hope this helps.

anon : It has been horrible for me to and RCN refuses to acknowledge the problem. The Maryland speed test works great, but another speed test or download is horrible. Support only seems to be interested in the Maryland speed test. I am getting about 19 Mbs downstream from that test and about 2 Mbs from all other tests.

I'm at my wits ends. Any suggestions? I honestly don't know what to do.
